  We will see the highlights of Gujarat's budget.

[00:16] આ પીપીટી મારી પાસે આજે જે છે એ ગુજરાત સરકાર દ્વારા ફાયનાન્સ ડિપાર્ટમેન્ટ દ્વારા બનાવવામાં આવી છે અને આજે આ પીપીટી જ હું તમને સમજાવીશ.
  This PPT that I have today has been prepared by the Gujarat government through the Finance Department, and today I will explain this PPT to you.

[01:26] સોશિયલ સિક્યોરિટી સામાજિક સુરક્ષા.
  Social security, social security.

[01:29] હ્યુમન રિસોર્સ ડેવલપમેન્ટ માનવ સંસાધન વિકાસ.
  Human resource development, human resource development.

[01:33] ઇન્ફ્રાસ્ટ્રક્ચર માળખાકીય સવલતો.
  Infrastructure, infrastructural facilities.

[01:37] ઇકોનોમિક ડેવલપમેન્ટ આર્થિક વિકાસ.
  Economic development, economic development.

[01:43] હવે આગળ આપણે જોઈશું કે ભાઈ પૈસા આવે છે ક્યાંથી પૈસા જાય છે ક્યાં.

[01:45] આ એક બહુ જ કોમન ક્વેશ્ચન છે જે મોટા ભાગનીજીપીએસસીની પ્રલિમ્સમાં પૂછાય છે.

[01:58] તો બે સોર્સસ છે ગુજરાત રિલેટેડ ઇકોનોમિક ફેક્ટ્સ વાંચવાના.
  So there are two sources to read Gujarat-related economic facts.

[02:00] એક છે ગુજરાતનું બજેટ અને બીજું છે ગુજરાતનું સોશિયો ઇકોનોમિક સર્વે એટલે કે સામાજિક.
  One is Gujarat's budget and the second is Gujarat's socio-economic survey, meaning social.

[02:07] અને આર્થિક સર્વેક્ષણ સર્વેક્ષણનો પણ
  And the economic survey, the survey as well.

[02:14] ગુજરાતના બજેટ અને સર્વેના એ આપણી પાસે
  Of Gujarat's budget and survey, those with us.

[03:08] આ પીપીટીમાં ત્રણ થી ચાર એવા સ્ટેટમેન્ટસ આવશે જે સતત વધારો સતત ઘટાડો એને લાઈક સાચા પાડે છે તો આ એક બ્લેન્કેટ બિલીફને આપણે આ બજેટમાં થી બહાર કાઢી દેવી પડશે.
  There will be three to four statements in this PPT that support continuous increase, continuous decrease. So we will have to remove this blanket belief from this budget.

[03:29] ઓકે સો કોન્ટ્રીબ્યુશન જે છે ગુજરાત સ્ટેટ ડોમેસ્ટિક પ્રોડક્ટ જે છે 1.5x 5x વધ્યો છે લાસ્ટ ફાઈવ યયર્સમાં તો એક કોન્સ્ટન્ટ ગ્રોથ આવ્યો છે એવું આપણે કહી શકીએ.
  Okay, so the contribution to the Gujarat State Domestic Product has increased 1.5x, 5x in the last five years. So we can say that there has been a constant growth.

[03:44] હવે અહીંયા આપણે વાત કરીશું પર કેપિટા ઇનકમ માથાદીઠ આવક લેબર ફોર્સ પાર્ટીસિપેશન શ્રમબળ ભાગીદારી દર અને અનએમ્પ્લોયમેન્ટ રેટ બેરોજગારી દર આ પણ ડેટા બહુ જ યુઝફુલ છે પૂછાઈ શકે તેવો છે સો પ્લીઝ નોટ ડાઉન કરી લો.
  Now here we will talk about per capita income, labor force participation rate, and unemployment rate. This data is also very useful and can be asked. So please note it down.

[03:57] અહીંયા આપણે જોવા જઈએ તો ભાઈ પર કેપિટા ઇનકમ ઇન્ડિયાની કેટલી છે 188892 રૂપિયા 1888 892 અને ગુજરાતની પર કેપિટા
  If we look here, what is the per capita income of India? It is 188892 rupees, 1888892, and Gujarat's per capita

  Income is 3957.

[04:12] સોવી કેન સે ધેટ ગુજરાતની પર કેપિટા ઇનકમ
  So we can say that Gujarat's per capita income

[04:15] જે છે એ ઘણી વધારે છે કેટલી
  which is, is much higher. How much?

[04:17] અપ્રોક્સિમેટલી 1.6 6 ટાઈમ્સ હાયર ધેન
  Approximately 1.66 times higher than

[04:20] નેશનલ પર કેપિટા ઇનકમ હવે યનો હું 2017 થી
  national per capita income. Now, I, from 2017

[04:25] એક્ઝામ આપવાની ચાલુ કરી છે 2019 થી ભણાવું
  started giving exams, from 2019 I am teaching.

[04:27] છું. તો આ ટાઈપના સ્ટેટમેન્ટસ જે છે એ

[04:41] આપણે યાદ રાખવાનું છે નિયરલી 3 લાખ છે એ
  we have to remember. It is nearly 3 lakhs.

[04:45] એટલે કે 1.6 ટાઈમ્સ 1.6 છ ગણી છે દેશની
  That is, 1.6 times, 1.66 times the country's

[04:49] સરેરાંશ માથાડીઠ આવક કરતા સેકન્ડ જોઈએ
  average per capita income. Second, let's see,

[04:53] ગુજરાત લેબર ફોર્સ પાર્ટીસિપેશન રેટ એટલે
  Gujarat's Labour Force Participation Rate, meaning

[04:56] કે ભાઈ શ્રમ બળ ભાગીદારી દર 2021 થીમાં
  the labor force participation rate. In 2021-22,

[05:01] જોઈએ તો 62.2 હતો 23 24 માં જોઈએ તો 69.6%
  it was 62.2. In 23-24, it is 69.6%.

[05:05] 6% છે તો ગુજરાત જે છે એ થર્ડ રેન્ક પર છે
  6%. So Gujarat is at the third rank.

[05:10] આખા ભારતમાં હવે અહીંયા આપણે
  In the whole of India, now here we

[05:12] અનએમ્પ્લોયમેન્ટ રેટ જોઈએ બેરોજગારી દર તો
  Let's look at the unemployment rate, the unemployment rate is

[05:15] માત્ર 1.2% 2% છે જે સેકન્ડ લોએસ્ટ
  only 1.2% 2% which is the second lowest

[05:20] એમ્પ્લોયમેન્ટ રેટ છે ઇન્ડિયામાં તો આ પણ
  employment rate in India, so this also

  Territories, three categories.

  We divide into three categories.

  We have states or territories.

[06:15] હવે આપણે આગળ જોઈએ તો ભાઈ બજેટ સાઈઝ પણ આપણે જોઈશું તો કોન્સ્ટન્ટલી વધી જ રહી છે છેલ્લા છ વર્ષથી.
  Now, if we look ahead, brother, we will also see the budget size, which has been constantly increasing for the last six years.

[06:21] તોમે તમને કીધું તુંને ત્રણ ચાર એવા ફિગર્સ આવશે જેમાં કોન્સ્ટન્ટલી ઇન્ક્રીઝ થાય છે ઓર સ્ટેડીલી ઇન્ક્રીઝ થાય છે.
  So I told you, there will be three or four such figures which are constantly increasing or steadily increasing.

[06:27] યુઝવલી આપણે રોંગ આપીએ પણ આ સ્ટેટમેન્ટ ગુજરાતના બજેટ માટે સાચું પડશે.
  Usually we give wrong, but this statement will be true for Gujarat's budget.

[06:33] કેટલું ઇન્ક્રીઝ છે 10.2% 2% ઇન્ક્રીસ છે અને 1.8એ એ ગ્રોથ છે છેલ્લા છ વર્ષમાં વિચ ઇસ અમેઝિંગ કમેન્ડેબલ બરાબર.
  How much is the increase? It is a 10.2% 2% increase and 1.8 is the growth in the last six years, which is amazing, commendable, okay.

[06:45] હવે આગળ થોડુંક આપણે જઈએ એક્ઝામ માટે જે ઈમ્પોર્ટન્ટ છે એ ફેક્ટસની ઉપર આપણે ફોકસ કરીએ.
  Now let's move a little further, let's focus on the facts that are important for the exam.

[06:49] અહીંયા આપણે જોઈશું તો ભાઈ કેપિટલ એક્સપેન્ડિચર જે છે એનો શેર પણ વધતો જ જાય છે.
  If we look here, brother, the share of capital expenditure is also continuously increasing.

[06:56] આ યલ્લો વાળા જે છે એ કેપિટલ એક્સપેન્ડિચર છે 25 24 30 33 35 39 કોન્સ્ટન્ટલી ઇન્ક્રીઝ થઈ રહ્યા છે.
  These yellow ones are capital expenditure, 25, 24, 30, 33, 35, 39, they are constantly increasing.

[07:02] અને આ રેવેન્યુ એક્સપેન્ડિચર છે.
  And this is revenue expenditure.

[07:05] રેવેન્યુ એક્સપેન્ડિચર એટલે તમે તમારા મંથલી ઓર ડેલી પેમેન્ટસ કરી રહ્યા છો.
  Revenue expenditure means you are making your monthly or daily payments.

[07:10] કેપિટલ એક્સપેન્ડિચર એટલે તમે ઇન્વેસ્ટ કરી રહ્યા.
  Capital expenditure means you are investing.

[07:13] છો એ પૈસા અને આગળ તમને એ પૈસામાંથી રિટર્ન મળશે.
  You have that money and later you will get returns from that money.

[07:15] મૂડી રોકાણ કહી શકાય મૂડી નિવેશ કહી શકાય કેપિટલ ઇન્વેસ્ટમેન્ટનો અર્થ ઓર એક્સપેન્ડિચરનો નિવેશ તો નહી કહી.
  It can be called capital investment, it can be called capital expenditure, it cannot be called investment in capital expenditure or expenditure.

[07:22] એક્સપેન્ડિચર ખર્ચ કહીશું તો મૂડી ખર્ચ જે છે આપણો એ ઘણો વધી રહ્યો છે આ બહુ જ પોઝિટિવ સાઈન છે કોઈપણ અર્થતંત્ર માટે.
  If we call expenditure a cost, then our capital expenditure is increasing a lot. This is a very positive sign for any economy.

[07:30] કારણ કે જેટલો પણ મૂડી ખર્ચ થશે એટલી આપણને ફ્યુચરમાં ઇન્ફ્રાસ્ટ્રક્ચર ડેવલપ થશે હ્યુમન રિસોર્સસ ડેવલપ થશે અને રિટર્ન આપણને મળવાનું ચાલુ થઈ જશે.
  Because the more capital expenditure there is, the more infrastructure will develop in the future, human resources will develop, and we will start receiving returns.

[07:40] જ્યારે રેવેન્યુ એક્સપેન્ડિચર શું છે કે ભાઈ એ તો ગયા બરાબરનો ખર્ચ છે કે ભાઈ તમે તમારા ખર્ચા ચલાવવા માટે તો સે ફોર એક્ઝામ્પલ આપણું આ ઇન્સ્ટિટ્યુટ છે તો એના માટે મેં જો લેપટોપ લીધું તો આ લેપટોપ શું થઈ ગયું મારો કેપિટલ એક્સપેન્ડિચર થઈ ગયું.
  Whereas revenue expenditure is like, well, it's an expense for the past, like, to run your expenses, for example, this institute of ours, so if I bought a laptop for it, then this laptop has become my capital expenditure.

[07:56] કે ભાઈ આ લેપટોપ પર કામ કરીને હું ફાઇલ્સ બનાવીશ પીપીટીસ બનાવીશ અને આનાથી મારી ઇન્કમની રેવેન્યુ ચાલુ રહેશે.
  Like, by working on this laptop, I will create files, I will create PPTs, and my income revenue will continue from this.

[08:04] હવે રેવેન્યુ એક્સપેન્ડિચર એટલે કે ભઈ આ જે ઇન્સ્ટિટ્યુટ છે તો આ પાછળ બોર્ડ ચાલે છે તો ઇલેક્ટ્રીિસિટી એસી આ બધા જે મારે
  Now, revenue expenditure means, like, this institute, the board runs behind it, so electricity, AC, all these that I have to

[08:13] બિલ્સ ભરવાના હોય એ રેવેન્યુ એક્સપેન્ડિચર થશે એના માટે રિટર્ન નહી મળે બટ કેપિટલ એક્સપેન્ડિચર જે છે એમાં મને રિટર્ન મળશે.
  Bills to be paid will be revenue expenditure, for which no return will be received, but for capital expenditure, I will get a return.

[08:20] ઓકે થોડુંક આગળ જઈએ આપણે હવે અહીંયા આપણે કહીશું કે ભાઈ રાજકોષીય પરિબળો જે છે એકદમ સ્ટ્રોંગ છે.
  Okay, let's move forward a bit. Now here we will say that the fiscal factors are very strong.

[08:27] કઈ રીતે સ્ટ્રોંગ કહી શકીએ આપણે હવે રેવેન્યુ સરપ્લસ ઘણી બધી જગ્યાએ આપણે ઇન્ડિયાના બજેટમાં કે બધામાં આપણને રેવેન્યુ ડેફિસિટ જોવા મળતી હોય છે.
  How can we say it's strong? Now, revenue surplus, in many places, in India's budget and elsewhere, we often see revenue deficit.

[08:34] ગુજરાત એક એવો સ્ટેટ છે જેમાં ખાદ્યની પુરાંત છે.
  Gujarat is one such state which has a surplus of food.

[08:39] તો રેવેન્યુ સરપ્લસ કેટલા કરોડ છે આમાં લખ્યું છે.
  So, how many crores is the revenue surplus? It is written here.

[08:41] હવે ફિસ્કલ ડેફિસિટ એઝ હવે ફિસ્કલ ડેફિસિટ કેટલી છે આપણી રાજકોષીય ખાદ કેટલી છે તો રાજકોષયક ખાદ જોવા જઈએ તો એફઆરબીએમએ લિમિટ આપી છે 3.0%.
  Now, fiscal deficit, as in, how much is our fiscal deficit? So, if we look at the fiscal deficit, FRBM has given a limit of 3.0%.

[08:53] % આપણે છે 1.97% 97% પર આ ખૂબ જ હેલ્ધી પેરામીટર છે.
  % We are at 1.97%, 97%. This is a very healthy parameter.

[08:57] જો 3% થી આગળ જાવ તો ઈટ ઇસ ડેન્જરસ ફોર યોર સ્ેટ ટુ સસ્ટેન.
  If you go beyond 3%, it is dangerous for your state to sustain.
