That cement factory passed the public hearing, and the state authority that gives environmental certificates to an industry also gave it that certificate.

[02:03] ਵਿੱਚ ਇਹ ਕਿਹਾ ਕਿ 80 ਤੋਂ 60 ਕਰਨਾ ਜਾਂ 60 ਤੋਂ 80 ਕਰਨ ਨਾਲ ਜਿਹੜਾ ਲੋਕਾਂ ਦੇ ਜਾਂ ਵਾਤਾਵਰਨ ਤੇ ਪ੍ਰਦੂਸ਼ਣ ਦਾ ਅਸਰ ਆ ਉਹ ਘੱਟ ਨਹੀਂ ਜਾਂਦਾ ਜਾਂ ਉਹਤੇ ਕੋਈ ਫਰਕ ਨਹੀਂ ਪੈ ਜਾਂਦਾ।

  So, the dominance of these corporate houses with the Center and the State is visible to us, that in the name of development, they get notifications issued according to their own will.

[02:23] ਆਪਦੇ ਹਿਸਾਬ ਨਾਲ ਰੂਲ ਚੇਂਜ ਕਰਾਉਂਦੇ ਆ ਤੇ ਹੁਣ ਗੱਲ ਆਪਾਂ ਕਰੀਏ ਕਿ ਜਿਹੜੀ ਇਹ ਪਬਲਿਕ ਹੀਅਰਿੰਗ ਮੈਸਰਖਾਨੇ ਹੋਈ ਐ ਕੀ ਇਹਦਾ ਵਿਰੋਧ ਕਰਨ ਨਾਲ ਸਿਰਫ ਇਹਦਾ ਵਿਰੋਧ ਕਰਨ ਨਾਲ ਸਾਡਾ ਮਸਲਾ ਹੱਲ ਹੋ ਗਿਆ ਜਾਂ ਹਜੇ ਕੁਛ ਸਾਡੇ ਮੂਹਰੇ ਲੜਾਈ ਬਾਕੀ ਪਈ ਹੈ।

  The factory was opposed. Whether it will get environmental clearance or not, it has been a full year. The factory in Talwandi Aklia has not been properly cancelled yet. Meaning, the SEA has not yet announced any decision on whether to cancel its environmental clearance or not to give it.

[03:26] ਪਬਲਿਕ ਹੀਅਰਿੰਗ ਦੇ ਵਿੱਚ ਵਿਰੋਧ ਕਰਨਾ ਸਾਡਾ ਹੱਕ ਸੀਗਾ ਕਿਉਂਕਿ ਜਿਹੜੀ ਈਆਈਏ ਦਾ ਨੋਟੀਫਿਕੇਸ਼ਨ ਆ 2006 ਦਾ ਉਹ ਇਹ ਕਹਿੰਦਾ ਹੈਗਾ ਕਿ ਜਿਹੜੀਆਂ ਕੈਟਾਗਰੀ ਏ ਤੇ ਕੈਟਾਗਰੀ ਬੀ ਵਨ ਦੀਆਂ ਫੈਕਟਰੀਆਂ ਨੇ ਮਤਲਬ ਉਹ ਫੈਕਟਰੀਆਂ ਜਿੰਨਾਂ ਦਾ ਵਾਤਾਵਰਨ ਤੇ ਮਾੜਾ ਪ੍ਰਭਾਵ ਆ ਜਾਂ ਕਿਸ ਤਰ੍ਹਾਂ ਦਾ ਪ੍ਰਭਾਵ ਪੈਣਾ ਹੈਗਾ ਉਹ ਈਆਈਏ ਰਿਪੋਰਟ ਦੇਣ ਤੇ ਉਹ ਈਆਈਏ ਰਿਪੋਰਟ ਆ ਜਿਹੜੀ ਇਨਵਾਇਰਮੈਂਟ ਅਸੈਸਮੈਂਟ ਰਿਪੋਰਟ ਆ ਉਹ ਲੋਕਾਂ ਮੂਹਰੇ ਪੜ੍ਹੀ ਜਾਵੇ ਤੇ ਲੋਕਾਂ ਦਾ ਉਹਤੋਂ ਉਸ ਰਿਪੋਰਟ ਸੁਣਨ ਤੋਂ ਬਾਅਦ ਇੱਕ ਓਪੀਨੀਅਨ ਲਿਆ ਜਾਵੇ ਜਿਹਨੂੰ ਆਪਾਂ ਪਬਲਿਕ ਹੀਰਿੰਗ ਕਹਿੰਦੇ ਆ ਜਿਹਦੇ ਵਿੱਚ ਆਪਾਂ ਵਿਰੋਧ ਕੀਤਾ ਤੇ ਦੂਜਾ ਦੂਜਾ ਤਰੀਕਾ ਇਹ ਹੈ ਕਿ ਆਪਾਂ ਲਿਖਤੀ ਰੂਪ ਦੇ ਵਿੱਚ ਵੀ ਪੋਲਿਊਸ਼ਨ ਬੋਰਡ ਨੂੰ ਪੰਜਾਬ ਪੋਲਿਊਸ਼ਨ ਬੋਰਡ ਨੂੰ ਆਪਦੇ ਮਤੇ ਭੇਜ ਸਕਦੇ ਆਂ।
